Efrain Silva was born in Mexicali, Mexico and immigrated into the United States at the age of 14, where he later spent 27 years as an elected official.
He is now the Dean of Economic and Workforce Development for Imperial Valley College. He was first elected to the El Centro City Council in 2007 and served as the Mayor in 2011 and 2015. Efrain has served in other elected positions having been elected to the El Centro School District in 1993 and re-elected in 1997.
In 2010, Efrain received the Monty Award, being recognized as a San Diego State University Distinguished Alumni, and in 2014, he received the Ohtli Award, which is the highest honor bestowed by the Government of Mexico to individuals who have stood out for their work in favor of the empowerment of the Mexican diaspora and helped to “open the path” for the new Mexican American generations.
